IMan the Incident Management tool
Iman has been developed in response to the rapid changes occurring in Search
and Rescue (SAR) in New Zealand during the last few years.
Years ago search management focussed on finding the lost party by using lots
of search parties. Modern search management is a detailed investigation of all
factors related to the missing party. One aspect of the investigation may
involve search parties looking for clues in the bush or outdoors where it is
believed the lost party should be found.
The changed focus of these search management processes has resulted in far
more information being made available. This includes far more detail from the
field parties – information or clues related to where the lost party may have
been – and has not been. In addition there is the information gathered from
relatives, friends, acquaintances and work associates.
IMan is intended first and foremost as a tool to manage this information. Each
and every piece of information should be logged into the system. The process of
recording this information needs to be consistent, simple and seamless. If
the process of recording and managing information at Search Base is perceived
by the search teams as being tedious then the teams will raise their filter
levels for the clue related information they supply.
IMan allows search managers to manage the information efficiently, to focus on
the relevance of the information and the analysis of its significance rather
than the means of recording it.
Although developed for SAR the principles and processes available through IMan
apply to any emergency event, whether Civil Defence, fire or earthquake.
In addition to managing information IMan provides the means to manage
resources such as people, equipment, teams and tasks.
